Higher fines for modular and manufactured homes

The Public Service Commission can fine for each proven violation tied to a specific modular unit, manufactured home, or RV. The initial maximum is $3,650 per unit. For a related series within one year, the total cap starts at about $4.56 million. These maximums update every August 1 by the Consumer Price Index, rounded to the nearest dollar.

Higher PSC fines and clearer notices for businesses

The Public Service Commission can fine regulated businesses up to $10,000 per day for each violation. Wireless carriers face the same ceiling for 911 system violations. Natural gas utilities can be fined $100 to $1,000 per violation, based on severity, and the commission may reduce penalties before a hearing if all parties agree. The commission can also fine up to $100 per day for late annual reports, unpaid required fees, or failure to register, with each day after a finding as a new offense. In most cases, total penalties for a violation cannot exceed $2,000,000 in a year. When the commission charges someone, it must send a detailed written notice and set a hearing.
