State case managers lead care, early referrals

In juvenile cases in state care and in noncourt or voluntary cases, the case manager must be a state employee. The manager plans and approves services, checks compliance, and decides on visits, placement, and medical and psychiatric care. The manager files the plan with the court and must put the child’s health and safety first. When appropriate, the manager can refer families with a child age 2 or younger to evidence‑based home visiting. The manager can also refer families with a child age 3 or younger to early intervention services.

Old home visiting rule repealed

The law repeals section 68-2306 tied to the Family Home Visitation Act. This removes a prior applicability rule for that Act and aligns the law with the new referral authority. The repeal does not set new funding or eligibility details.
