Big fines and $50K whistleblower reward

Consultants for Chinese military firms must register

Before any influencing work in Nebraska for a Chinese military company, you must file a form with the commission. List who you represent, describe the issues, name any Nebraska officials, their staff, or immediate family you employ or use, and state you act for a foreign adversary. The law uses the federal definition as of April 1, 2025 and includes subsidiaries and companies they own or control. Influencing includes calls, email, U.S. mail or other delivery, and in‑person meetings.

New rules for lobbyists for Chinese military firms

Before you lobby in Nebraska for a Chinese military company, your registration must say you act for a foreign adversary. When you lobby—by calls, emails, mail, meetings, or testimony—you must tell people the company is a foreign adversary. These rules apply before any lobbying starts.

Old disclosure sections repealed and replaced

The law repeals older Nebraska sections 49-1401, 49-1480, and 49-14,126. Those rules are replaced by the new framework set in this act.
