State dementia coordinator to help families

The Department of Health and Human Services appoints a statewide dementia services coordinator. Old dementia law section repealed

The law repeals section 71-561 and folds it into the Alzheimer’s Disease and Other Dementia Support Act. This cleans up and consolidates state code. Any practical effects depend on what the old section required; none are specified here.
