Grants for youth diversion programs

The coordinating council can fund public or private groups that run prefiling and diversion programs. These programs aim to cut school absences and keep kids out of court. The law does not set specific dollar amounts.

Focus school building funds and rules

The learning community may approve money to build, buy, or remodel focus school facilities. Each approval must list the project’s estimated cost and the amount the community will pay. If the building is used for other purposes within 10 years, the district must repay the funds with interest from the transfer date. The council sets repayment terms and may waive repayment if the facility serves another qualifying focus school or program for at least 10 years.

Levy for early childhood programs

Learning communities may levy up to $0.015 for every $100 of taxable value. Money supports early childhood programs for children in poverty. It can pay elementary learning center staff, outside providers, and pilot projects. No more than 10% may go to administrative staff. The coordinating council sets this levy under the law.

Small levy for learning center buildings

Learning communities may levy up to $0.005 for every $100 of taxable value. This raises property taxes slightly. Money pays to lease or buy elementary learning center buildings and to remodel them. The council may also cover up to 50% of approved focus school capital costs by reducing bonds, with funds sent to the district’s special building fund. Projects must be approved by the coordinating council.
