People who lead, herd, or drive livestock on or along a highway are listed as vulnerable road users. Drivers must use caution near them, stop if the handler raises a hand, and yield to the livestock unless moving avoids a crash. A first violation is a traffic infraction; a second within five years is a Class IIIA misdemeanor. Livestock may not be moved on freeways or on roads with a posted minimum speed of 20 mph or more.
People riding animals or driving animal-drawn vehicles are now treated as vulnerable road users on highways. Riders of animals, drivers of animal-drawn vehicles, farm tractors, and other implements on a roadway have the same rights and duties as other drivers, unless a rule does not fit. If your slow speed blocks normal traffic, you must move to the nearest shoulder to let vehicles pass.
If you use an electric personal assistive mobility device, you must always yield to pedestrians and other vulnerable users. Give an audible signal before you pass. The first violation is a $10 fine; later violations can lead to impoundment for up to 30 days. These rules apply on highways, alleys, sidewalks, bike trails, paths, and other places where people travel.
