New commission oversees charitable gaming
The law creates a Charitable Gaming Oversight Commission with 9 voting and 6 non-voting members. Voting members include 2 senators, 5 representatives, the lottery director or designee, and the attorney general or designee. The first meeting must be within 45 days after June 30, 2025; five voting members make a quorum. The commission oversees charitable gaming, including historical horse race gaming, and recommends changes focused on problem gambling, fund oversight, location limits and local opt-in/out, slot machine options, and constitutional compliance. It reports by November 30, 2025 and every year after; legislative members get mileage at the legislative rate.
New start dates for gaming changes
Section 1, which creates the commission, takes effect June 30, 2025. All other parts of this law take effect upon passage. The law also delays Section 586 of a 2023 act: it now starts July 1, 2035 instead of July 1, 2025.
