New Hampshire extends charitable gaming oversight
Beginning June 30, 2025, New Hampshire restructures its commission overseeing charitable gaming, including historical horse race gaming. The law moves the commission’s repeal date from July 1, 2025, to July 1, 2035. Its nine voting members include seven lawmakers, the lottery director, and the attorney general, with designees allowed for the last two. Six non-voting New Hampshire citizens also serve: four independent members, one gaming operator representative, and one participating charity representative. The four independent members cannot have a financial interest in charitable gaming or board duties at charitable gaming entities. The commission recommends changes addressing problem gambling and how money is divided among and overseen for the state, charities, and operators. It also reviews limits on concentrated ownership and gaming locations, local opt-in or opt-out choices, and possible slot machine use. Its recommendations must respect constitutional rules for lottery money and fair competition; these reviews do not themselves authorize slot machines. The commission reviews issues from the November 1, 2024 study report and reports to lawmakers by November 30, 2025, and annually afterward. It elects a voting member as chair, first meets within 45 days of the effective date, and needs five voting members for a quorum.
