More phone providers can offer Lifeline

The Public Utilities Commission can name any mobile or phone company an eligible carrier. This lets them get federal universal service support and offer supported services, such as Lifeline discounts. This authority is in addition to federal designations and applies even if other state limits would block it. The Commission may set rules to run this program. The law takes effect 60 days after passage.
