New report on special ed rule costs
The law requires the New Hampshire State Board of Education to expand its special education rules report. For each rule or proposed rule, it must list the rule number and what the rule does. It must say if the rule goes beyond state or federal minimums. When it does, the report must show the unfunded cost to local school districts and explain why the minimums are exceeded. This is a disclosure rule only and creates no new funding. It takes effect 30 days after passage.
