New Mexico adds software replacement funding

New Mexico’s Department of Information Technology must maintain equipment and software replacement plans for each enterprise function. The law adds software to the program and renames its funds Equipment and Software Replacement Revolving Funds. By September 1 each year, the department must send plans and reports reconciling the prior fiscal year’s fund activity to the Department of Finance and Administration and the Legislature. The state treasurer must establish needed funds when the department secretary requests them. Funds receive legislative appropriations and transfers, keep investment earnings, and carry unused money into the next year. Each enterprise’s operating fund must transfer amounts matching recorded replacement costs based on depreciation and amortization in published service-rate calculations. Recording and transfers must follow generally accepted accounting principles. Spending requires legislative appropriation and can only acquire or replace capital equipment and software for enterprise services under the replacement plans.
