Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

Early math checks and help for kids

Beginning in 2027–2028, New Mexico districts and charter schools must screen every kindergarten through third-grade student at the school year's start. These grade-level math checks are not diagnostic tests. When screening identifies signs of math difficulty, schools must notify parents and provide a written support plan within 30 days. Plans must document results, needs, interventions, parent support strategies, and at least four written progress reports each school year. Schools must provide evidence-based help tailored to the student, alongside regular instruction, with more intensive support as needed. This help must align with the statewide framework and the school's teacher learning plan.

Statewide math teaching support for educators

New Mexico's education department and bureau must publish a statewide math teaching framework by December 31, 2026. They must consult the Mathematics and Science Advisory Council. The framework sets leadership roles, teaching and training standards, staff skills, coaching, teamwork, and ongoing review and support. Beginning in 2027–2028, every district and charter school must implement elementary and secondary teacher learning plans aligned with this framework. Teachers and administrators must help develop plans covering teaching goals, learning activities, supports, and evaluation. Schools must update these plans at least every two years.

More coursework for teaching license applicants

New Mexico applicants for standard or alternative elementary teaching licenses must complete six semester hours of reading courses. For licenses issued on or after July 1, 2028, they must also complete six semester hours of math methods courses. Secondary teaching license applicants seeking a math endorsement must complete six semester hours of math methods starting on that date. These added requirements take time and can add tuition costs for applicants.
