New grants for public school maps

Beginning October 1, 2025, Nevada’s emergency management division runs a grant program for public school emergency maps. Law enforcement agencies can apply after consulting their county school district. Grants must pay vendors to map public schools in the agency’s area; the law sets no funding amount or cap. Local government contributions can support only public schools within that government’s area. The new State General Fund account accepts gifts and grants, and its money remains available for program spending. Outside contributions do not return to the state at year-end; State General Fund money returns as its funding law directs. The division must adopt program rules, with rulemaking and preparation authorized upon passage and approval.

Schools can install emergency key boxes

Beginning October 1, 2025, public, charter, and private school leaders can authorize secure outdoor master key boxes for emergency access. Boxes must meet Underwriters Laboratories Standard 1037, “Antitheft Alarms and Devices.” Before installation, school leaders must consult the agencies providing emergency services to choose the location. Installation is optional, and the law provides no specific funding for boxes.

Secure school maps for emergency responders

Beginning October 1, 2025, grant-funded school maps must work with existing public safety software without extra software purchases or access fees. Maps must include floor plans and aerial images, with printable and digital versions suitable for emergency responders’ mobile platforms. Vendors must check accuracy through building-and-grounds walkthroughs and show true north, x/y grid coordinates, and each floor’s elevation. Labels must identify rooms, routes, hazards, utilities, emergency supplies, key boxes, outdoor areas, nearby roads, and neighboring properties. Vendors must meet NIST security standards 800-45, 800-53, 800-61, and 800-171; all mapping work must stay in U.S. jurisdictions. School districts and county public safety agencies receive the maps without added cost beyond initial production. Districts own the confidential maps, which may be shared only with district employees, public safety agencies, or Nevada’s emergency management division. Sharing must be necessary to improve emergency response at a public school.
