45-day review and agenda rules

For non‑emergency, non‑expedited requests, the Interim Finance Committee has 45 days after submission to act. If it does not act in 45 days, the request is approved, except where another law applies. The Committee’s Secretary must place these requests on the next meeting agenda. When reviewing, the Committee must consider the need for the change and the Legislature’s intent.

Faster approvals for emergencies and urgency

If there is an emergency or a need to protect life or property, the Governor approves the change and reports it at the next Interim Finance Committee meeting. If the Governor certifies that a request needs fast action, the Committee has 15 days to act. If it does not act in 15 days, the request is approved.

Grants and carryforwards skip extra approval

IFC approval thresholds do not apply when a revision comes from accepting a gift or grant of property or services. They also do not apply when carrying forward unspent money with no change in purpose.

Large budget shifts need IFC approval

Changes over $75,000 that, together with other changes, move any expense category by at least the smaller of 20% or $350,000 must get Interim Finance Committee approval. Agencies cannot split requests to avoid these triggers. Agencies also must have written approval from the Governor (or a delegated Chief) before encumbering funds. These budget revision rules take effect July 1, 2025.

Agencies can seek budget changes anytime

State agency heads can ask to revise their work program at any time if conditions change. They must send the request to the Governor through the Chief. They must use the Chief’s form and include the required backup. These rules apply beginning July 1, 2025.
