County funds to reinvest adoption savings

Beginning July 1, 2025, Nevada provides dedicated money to county child welfare accounts to reinvest adoption savings and, when required, reduce federally reported unspent balances. Funding by year: Rural $83,824 (2025–26) and $345,309 (2026–27); Washoe $607,022 (2025–26) and $364,788 (2026–27); Clark $1,820,305 (2025–26) and $770,698 (2026–27). The money can be used in either year and any leftover does not revert to the State General Fund. The Division must spend these funds only on child welfare service costs allowed under federal rules and use them to lower the cumulative unspent balance reported to HHS when that rule applies.

Stable grants for adoption assistance programs

The Division must give a categorical grant to each child welfare agency for its adoption assistance program when money is approved. Grants are set using the estimated cost of growth for each two‑year budget period, with money allocated each year. Any money not used must still pay child welfare service costs allowed under federal rules. That money does not go back to the State General Fund. This section is in effect now.

Study and plan to reinvest adoption savings

Starting July 1, 2025, the Division leads a 2025–26 interim study and plan to reinvest adoption savings. Each child welfare agency must run an internal audit to find state‑funded costs that qualify under federal rules. The Division must work with the U.S. Department of Health and Human Services to adjust any reported unspent balances. The plan must guide the 2027–29 budget and be sent to the Legislature by February 1, 2026.
