Stricter approval and pay for duplicate apprenticeships

If a trade already has an approved apprenticeship, the Council sends any new proposal to the existing sponsor and holds a hearing. A new program must match or exceed the on‑the‑job hours or the number and quality of skills in existing programs. The Council can require the new program to pay apprentices at least as much as the existing program. In deciding, the Council weighs labor‑management administration, bargaining terms, expert views, scope of work, and local worker supply.

Time-based training for construction apprenticeships

The law requires all construction‑trade apprenticeships to use a time‑based model. Programs that train in more than one listed trade must set separate standards for each trade, like electrical workers, carpenters, and plumbers. Programs approved before October 1, 2025 may keep using their old combined standards until they are voided or changed. This gives apprentices clearer paths but limits design flexibility and adds work for sponsors.
