Bill Overview

Analyzed Economic Effects

4 provisions identified: 2 benefits, 1 costs, 1 mixed.

Athletes can sign deals and hire agents

Beginning July 1, 2025, student athletes can sign paid name, image, or likeness deals with third parties. Your school cannot enforce league rules that block these outside deals. The league cannot bar you from playing solely because you take an outside paid deal. Your school cannot stop you from hiring an attorney or a registered athlete agent. Your scholarship cannot be cut or changed solely because you take an outside deal or hire professional help.

Schools keep league membership despite athlete deals

Beginning July 1, 2025, a national college athletic association cannot drop or block a Nevada school from membership just because its athletes get paid by outside sponsors for name, image, or likeness. This protects schools’ standing and keeps programs participating in league events.

School and league limits on paid deals

Beginning July 1, 2025, your school may ban pay that is tied to official school or team activities. It may set reasonable rules against deals that clash with the school’s mission. Your school cannot pay you for your name, image, or likeness. The national college athletic association also cannot pay you for it.

Paid deals must be disclosed but private

Beginning July 1, 2025, if you sign a paid name, image, or likeness contract, you must disclose it to your school. If the school claims a conflict with your school contract, it must tell you and your lawyer. Your contract and related communications and materials held by the school are confidential and not public records under state law.
