Effective July 1, 2025, the law extends Oklahoma schools’ exemption from the general fund balance penalty. Districts exceeding carryover limits during the fiscal year beginning July 1, 2024, are exempt. That year joins the previously exempt fiscal years beginning July 1, 2020, through July 1, 2023. The exemption protects district funds rather than providing household payments.
Beginning July 1, 2025, Oklahoma counts certain school gifts, grants, and donations as general fund collections when calculating carryover. This covers money placed in the general fund for noncapital costs, such as maintenance and supplies. Districts can still carry this money into later years, but it is no longer excluded from the calculation. This can affect whether districts exceed carryover limits and face a State Aid penalty.
Beginning July 1, 2025, Oklahoma changes its July revenue-per-student calculation for school districts. It divides district revenue from two years earlier by weighted average daily student membership from that same year. The result helps determine eligibility for State Aid and supplements. Districts with per-student revenue above 300% of the state average receive neither.
