Beginning November 1, 2025, Oklahoma assigns official representatives by breed at licensed live race meets. The horsemen-elected group that represented Thoroughbred-only racing in 2003 represents all Thoroughbreds; the 2003 mixed-breed group represents all non-Thoroughbreds. Participating horsemen can opt out by giving written notice to the track’s horsemen’s bookkeeper. If more than 50% of one breed’s participating horsemen opt out, the Oklahoma Horse Racing Commission may order an election. All participating horsemen of that breed can vote for an alternate organization, but an election is not automatic.
Beginning November 1, 2025, official horsemen’s representatives must run the benevolence program for participants at each live race meet. The Oklahoma Horse Racing Commission must approve its complete fund accounting and guidelines for administration and deciding who qualifies. Official representatives and breed organizations receiving funds under this law must report annually to the Commission on all those funds. The law sets no aid amount, funding level, or specific eligibility criteria.
Beginning November 1, 2025, licensed Oklahoma race operators must negotiate and enter agreements with each participating breed’s official representative. Talks cover race conditions, commissions and purses not set by statutory formulas, simulcast transmission, and off-track wagering. They also cover participants’ welfare, benefits, rights, and other matters required by law or necessity. When multiple official representatives serve a meet, each association must appoint an equal number of horsemen to one committee. That committee meets periodically with the operator to discuss and help with track management.
