Beginning November 1, 2025, Oklahoma’s State Bureau of Investigation must establish an Indigenous missing-and-murdered-persons liaison office, subject to available funding. Staff must have significant experience working with tribal communities; a missing-persons specialist also depends on available funding. The office coordinates American Indian missing-persons and homicide cases with state, tribal, and federal law enforcement. It develops best practices for responding to missing-persons reports and consults Indigenous community groups to strengthen community relations. It helps families, tribal agencies, and nonprofit groups use the National Missing and Unidentified Persons System and other resources. It also guides victims’ families through state and federal district court proceedings. Working with state offices, tribal liaisons, and the Secretary of Native American Affairs, it develops training on these cases and state-tribal government relations. It also provides training for law enforcement and the public. The law removes the Bureau’s January 1, 2022, federal-funding deadline and duties to seek federal grants or work with private groups on funding and grant requirements. The Bureau must still coordinate with the U.S. Attorney’s Office and U.S. Department of Justice and gather data. The law provides no specific funding amount.
