Beginning November 1, 2025, Oklahoma’s Construction Industries Board can impose administrative penalties alongside fines for regulated trade violations or denied job-site access. Fines for second or later violations must equal five times the initial fine, and the Board must update its rules. Inspection and administrative enforcement exceptions cover specified utilities, rural electric associations, gas and petroleum entities and subsidiaries, chemical plants, and refineries. These exceptions apply when their employees or contractors work on their own facilities or equipment. All fines receive full Board review within 90 days of imposition; written recommendations also cover penalties and fees. The Board can finalize cases or return them for further proceedings, and existing appeal rights remain. Unless another law says otherwise, the Board or a contractor can collect unpaid, finalized fines 90 days after final disposition and order. Board decisions can be appealed to Oklahoma County district court, which can award reasonable legal fees to the winning party.
Beginning November 1, 2025, Oklahoma’s Construction Industries Board has authority to regulate roofing contractors under the roofing registration law. The Board can make rules, discipline violators, seek prosecution, and ask courts to stop violations. Its rules remain subject to state review and approval. This expands contractor oversight but does not provide a household payment.
