Oklahoma juvenile staff pay and expense rules

Beginning November 1, 2025, Oklahoma removes salary caps for juvenile bureau and covered detention home staff. Directors were capped at 90% of Class A county officers’ pay; other employees were capped at 85%. The Juvenile Division judge sets pay, subject to county commissioners’ general administrative authority and the total budget for compensation. The law allows higher pay but does not require raises. The judge also sets expense limits adequate for the director and assistants to carry out court orders efficiently. Directors and assistants receive investigation and probation-supervision mileage reimbursement at the state employee rate. Necessary conference, meeting, seminar, and official court travel expenses, inside or outside Oklahoma, qualify under county officer reimbursement rules. Operating costs are county charges or funded through a special sales tax dedicated to juvenile programs and expenses. The county excise board must approve needed funding and tax levies for salaries and administration, following county officer budget estimates. The district attorney represents the bureau and employees in lawsuits unless insurance provides representation. If the district attorney has a conflict or declines, county commissioners can request Attorney General help or authorize private lawyers.
