Bill Overview

Analyzed Economic Effects

5 provisions identified: 0 benefits, 2 costs, 3 mixed.

Roofers face fines and endorsement loss

The Oklahoma Construction Industries Board oversees residential endorsements, sets exam and education rules, investigates violations, and disciplines holders. Applicants must meet exam requirements, pay applicable fees, and follow endorsement rules, subject to the law’s exemptions. For residential-job violations, residential and commercial endorsement holders face fines up to $500, $1,000, and $3,500 for the first three violations. For commercial endorsement holders, the first fine replaces a warning, and the second maximum rises from $500 to $1,000. A violation after the third results in loss of registration and the applicable endorsement.

Monthly roofer exams but work delays

Beginning July 1, 2026, residential roofer exams must be uniform, practical, and offered at least monthly by the registrar or an approved vendor. After failing, applicants must wait 30 days for the first retake and 90 days for later retakes. During a declared emergency, the registrar sets exam availability. Applicants not registered and in good standing before July 1, 2026 cannot sell, offer, bid, inspect, or perform residential roofing until endorsement issuance—at least 30 days after passing. Contractors registered and in good standing before that date may keep working during processing and receive endorsements immediately after meeting requirements.

Residential roofers need a new endorsement

Beginning July 1, 2026, Oklahoma residential roofing contractors need a residential endorsement, subject to the law’s exemptions. The exam requires a score of at least 70%. Contractors registered and in good standing that day have 12 months to pass or complete 10 approved education hours. Those contractors with a current commercial endorsement that day are exempt from the exam and extra 10 hours. Labor-only contractors are exempt only when they supply no materials and work directly for a registered contractor with a residential endorsement.

Roofers must document registration and insurance

Roofing contractors applying for Oklahoma registration must provide the qualifying party’s name, physical address, and proof of address. Their liability-insurance certificate must list the Oklahoma Construction Industries Board as a certificate holder.

Roofer renewal fees and education rules

Residential endorsement application and endorsement fees total up to $200; renewal costs $100, and these fees are nonrefundable. Renewing more than 30 days after expiration adds a $100 late fee. Beginning July 1, 2026, the qualifying party must complete required continuing education before residential endorsement renewal. The residential endorsement expires with its supporting registration, on the last day of the qualifying party’s birth month. The schedule beginning November 1, 2014 allows initial registrations and endorsements of up to 18 months; later terms cannot exceed one year.
