Independent Living Council gains remote meeting options

Effective immediately, Oklahoma’s Statewide Independent Living Council can count members attending in person or by video toward its quorum. Enough members to form a quorum must remain throughout the meeting. The Council can also hold closed sessions by video without anyone physically present at a meeting site. Each member must be seen or heard by the others. Advance notices and agendas must identify remote members and say whether anyone will attend the closed session in person.

Public gets video meeting materials immediately

Effective immediately, public bodies must share materials with the public when members receive them electronically before or during video meetings. The public must get the materials right away, in the same form and manner. Materials that are confidential or legally privileged are exempt.

Fewer public-meeting rules for county officials

Effective immediately, county commissioners can attend conferences, trainings, and educational, press, or social events outside usual public-meeting rules. This applies even when enough commissioners attend to form a quorum, but county business discussions must remain incidental. Commissioners can also attend and participate in legislative meetings with a quorum present without following usual public-meeting rules. In counties with a county budget board, commissioners and other elected county officers can discuss budgets outside those rules. These budget talks cannot include a budget-board quorum, and none of these exemptions allows officials to take official action.
