Beginning November 1, 2025, Oklahoma child abuse teams must promote joint police and child welfare investigations when feasible and resources allow. Teams must develop written investigation and child interview protocols and provide training. Trained staff must conduct investigations and interviews using those protocols. Police or the Department of Human Services may proceed without the full team when trained staff are unavailable in time and they reasonably believe delay endangers a child. They must first make reasonable efforts to involve a trained investigator or interviewer. The joint process must start as soon as possible, and the exception lasts only while reasonable danger remains.
Beginning November 1, 2025, Oklahoma child abuse teams must review sexual abuse, physical abuse, and neglect cases. As resources allow, teams must formalize reviews using a secure database and report program data when the state commission requests it. The Oklahoma Commission on Children and Youth must create and maintain that database for freestanding teams. It supports case management, consistent reporting, program reviews, and tracking service trends; state confidentiality rules and penalties apply. The commission must adopt database rules and review freestanding teams each year, with on-site checks as needed. Teams failing minimum standards must be removed from the state's list of functioning teams.
