Beginning November 1, 2025, Oklahoma requires stronger oversight of mental health and substance use disorder coverage. The Oklahoma Health Care Authority must ensure Medicaid insurers, health plans, and managed care plans follow federal and state coverage rules. Medicaid managed care contracts must require regular fairness reviews, called parity analyses, using federally required information. Reviews must cover every non-numerical treatment limit in every care category, including rules requiring approval before treatment. New reviews are required whenever these limits change, either in writing or in practice. Medicaid and the Children’s Health Insurance Program must collect and review analyses from managed care, children’s coverage, and alternative benefit plans. They must use a standard process to address failures to comply. The authority must also create a standard process to receive, investigate, confirm, and resolve parity complaints. It must publicly release surveys, financial analyses, managed care contract audits, confirmed complaints with identifying details removed, and plans’ parity reports. State parity analyses, summaries, and reports sent to federal Medicaid officials must be made public within 30 days of submission.
