Beginning November 1, 2025, paid advocates for covered foreign-linked corporations must pay required fees and file with Oklahoma’s Secretary of State. They must do both before seeking changes to Oklahoma laws affecting the corporation or state funding that benefits it. Covered corporations include those incorporated or headquartered outside the United States. Also covered are entities at least 51% owned or controlled by an entity incorporated, headquartered, or domiciled outside the United States. The filing must be complete and accurate, name the corporation, and state the advocacy period. This law does not state the fee amount. Individuals covered by a national security agreement with the Committee on Foreign Investment in the United States are exempt. The Secretary of State must provide the form and can set rules and procedures; existing political-activity and corporate-filing laws still apply.
