The law raises Kelley daycare project funding authority from $26.3223 million to $45.3223 million—a $19 million increase. Oklahoma’s management agency can accept the Kelley Building and Kelley Annex from the Department of Human Services. The money supports renovations for lease to a public daycare operator, without setting capacity or guaranteeing family access. The law also authorizes $70 million for Jim Thorpe Office Building repairs and improvements, including its equipment. These authorizations use available Legacy Capital Financing Fund money and are in addition to other legal funding authority. The Capitol Improvement Authority can release money in stages; required recapitalization payments follow the Legacy Capital Financing Act. Supporting agreements with state agencies cannot legally bind Oklahoma or hinder administration of that act.
The law removes authority to use $19 million from Oklahoma’s Legacy Capital Financing Fund for Capitol tunnel repairs. This covers tunnels beneath the State Capitol Office Complex, including related fixtures and equipment. The law does not say whether another funding source will pay for the work.
