Oklahoma funds prison purchase, updates facility list

The law creates Oklahoma's Prison Acquisition Revolving Fund, which keeps unused money across fiscal years. Money designated by law for the fund is approved for spending, but no dollar amount is specified. The corrections department can use it only to complete a prison purchase from a private contractor, including property and equipment. Payments require legal claims, State Treasurer warrants, and approval and payment by the Office of Management and Enterprise Services director. The approved facility list adds a prison purchased under House Bill 2780 of the 60th Legislature's first session. It removes Oklahoma City Community Corrections Center and North Fork Correctional Center from that list. The corrections department controls all listed prisons and community corrections centers. It also succeeds to the management office's legal powers and duties over penal institutions, except where the Oklahoma Corrections Act of 1967 provides otherwise. The law takes effect immediately upon passage and approval.
