Tighter budget checks for Oklahoma mental health

Effective upon passage and approval, the law tightens budget controls for Oklahoma’s Department of Mental Health and Substance Abuse Services. The state budget office must compare the department’s budget with actual spending before releasing each one-twelfth share of appropriated funds. It must report revenue and spending in writing to the Governor, House Speaker, Senate President Pro Tempore, and relevant appropriations committee chairs and vice chairs. Department contracts must clearly state the maximum amount the department must pay. For multiyear contracts and purchase orders, the budget office must ensure only expected current-year costs are set aside. It must also block payments for spending outside the budget. These rules do not directly change household payments or benefits.
