The law raises the Political Subdivisions Enforcement Fund's retention cap from $150,000 to $450,000. The State Treasurer transfers money above $450,000 to the state's General Revenue Fund by January 31 each year. That transfer schedule starts January 31, 2016. The fund receives appropriations, late filing fees, settlement fines, and court fines for local campaign finance and financial disclosure violations. These cover counties, cities, technology center districts, and independent school districts. Money carries over between fiscal years and pays the Ethics Commission's local enforcement division expenses through approved claims and Treasurer-issued warrants. If the balance falls below $100,000, the Commission's executive director can stop that division's enforcement until the balance exceeds $100,000. The law takes effect upon passage and approval; it does not directly change household benefits, taxes, or costs.
