Protect electric bills from large loads
Beginning July 1, 2026, this law applies to all retail electric suppliers statewide. Regulators must keep residential, commercial, and industrial customers from paying unfair costs tied to very large new power users; rates must follow cost-causation. Large load customers (new data centers, crypto, or AI sites adding 75 MW or more after July 1, 2026) use separate tariffs with credit rules and make‑whole charges. Their service term must be at least 10 years, or the IRS limit for tax‑exempt public power if that is shorter. The Corporation Commission can write rules and enforce; suppliers must comply to serve these large loads.
Neighbors get notice of big projects
Beginning July 1, 2026, if a large load customer or its developer buys land outside an industrial park or a city, it must mail notice within 60 days. Notices go by certified mail to the Corporation Commission, the county commissioners, and adjacent property owners. Counties can collect an administrative penalty of $1,500 per day for late notice. If the land is in multiple counties, each county gets its share based on how much of the site is within its borders.
