More inspectors for salons and shops

By January 1, 2028, the Board must cut two licensing jobs and add two facility inspector jobs. This shifts staff toward inspections of salons, shops, and schools.

New fees and two-year renewals

Beginning November 1, 2025, cosmetology and barber licenses renew every two years. You file paperwork and pay renewal fees half as often. The law also sets fee amounts. Examples: $10 student registration, $50 exam, $400 initial school license, $250 school renewal, and $80 for many individual licenses or renewals.

Service Oklahoma fees and operator pay

Starting July 1, 2026, Service Oklahoma sets pay for licensed operators who do Board work. Service Oklahoma keeps $5 from each one-year license fee and $10 from each two-year license fee. It sends the rest of each fee to the State Board.

Stronger massage therapy oversight and rules

On July 1, 2026, the State Board of Cosmetology and Barbering takes over massage therapy regulation. The Advisory Board on Massage Therapy ends. The Board can make rules for licensure, renewals, reinstatements, and continuing education. The Board can investigate practices, require records, and ask courts to stop unsafe or illegal activity.
