Auto business e-records skip notarization

Beginning November 1, 2026, Service Oklahoma does not require notarization for records sent in electronic format by an eligible entity. This includes records used to create vehicle titles or registrations. Eligible entities include auto dealers, used car auctions, rental car agencies, salvage pools, lenders or lienholders, and people acting for them, as authorized by Service Oklahoma. Electronic format follows the definition in state law and must be approved by Service Oklahoma. Deals without an eligible entity are not covered by this notarization waiver.
