The law requires faculty to review every academic program every five years to check quality and keep content current. Programs flagged as low‑producing get an early review. A program is low‑producing if its five‑year average falls below: AA/AS under 5 degrees or under 25 majors; AAS under 5 degrees or under 17 majors; Bachelor’s under 5 degrees or under 12 majors; Master’s under 3 degrees or under 6 majors; Doctoral under 2 degrees or under 4 majors.
The State Regents review each low‑producing program every year and decide if it continues, is suspended, or is deleted. A program may continue only if it meets an exception: no cost; shared costs with other programs or partners; restructured after suspension; offered with other schools; or a plan to grow to the minimum size. Any program allowed to continue is on a three‑year probation and must file an improvement plan. If it shows no progress in three years, the Board may suspend or delete it. Suspensions must finish within one academic year. Deleted programs get one academic year to file a teach‑out plan. Only two exemptions for shared cost, restructuring, collaboration, or growth‑plan categories are allowed in any 10 years; if flagged again in that period after two exemptions, the program is scheduled for deletion. After probation ends, the Board reviews the program the next year.
