New grants for lake and industrial access

Starting July 1, 2026, the state creates the Lake and Industrial Access Revolving Fund at the Department of Transportation. It is a continuing fund that does not expire each fiscal year. It holds money the law designates for this purpose. ODOT can use the fund to give grants through its Lake Access and Industrial Access programs. Payments follow the state’s claim and warrant process, with approval by the Office of Management and Enterprise Services.

Emergency clause and start dates

The law declares an emergency for public peace, health, and safety. It takes effect as soon as it is passed and approved. It also sets July 1, 2026 as the default start date for parts not covered by the emergency clause.
