The law creates a continuing Rate Preservation Fund for the Oklahoma Health Care Authority. The fund is used to keep Medicaid provider payment rates steady when the federal match goes down, as the Legislature directs each year. With approval from the Director of the Office of Management and Enterprise Services, the Authority can move up to one-third (1/3) of the fund in a fiscal year to cover Medicaid cash flow, but must return it before the fiscal year ends. The fund is not tied to the fiscal year, so money carries forward. This act takes effect immediately.
