Oklahoma State agronomy funding requires matching money

The Oklahoma Capitol Improvement Authority can use $40 million from the Legacy Capital Financing Fund for Oklahoma State University. The money supports building, fixing, or expanding facilities for studying and practicing agronomy. No money can be distributed before July 1, 2027, and the Authority must first verify $10 million in university-raised matching funds. The Authority can release the money in one payment or several. Related payments to replenish the fund follow the Legacy Capital Financing Act's schedule, with one required timing change. They must begin by May of the fiscal year in which this funding provision became law, despite conflicting existing rules. The Authority can make agreements with other state bodies, but these cannot legally obligate Oklahoma or hinder the financing act's administration.
