The law gives the Oklahoma Water Resources Board $25,998,798 from the Statewide Recovery Fund. The money finishes ongoing Statewide Recovery water projects or funds strategic water infrastructure across the state. Spending must follow recommendations the Joint Committee on Pandemic Relief Funding adopted on April 15, 2026. The Board can budget and spend the funds under this act.
The Water Board can move money among the projects named in SB 429, SB 42, SB 4, SB 13, HB 2942, HB 2937, and HB 2789 to finish the work. The law creates special Statewide Recovery accounts that hold American Rescue Plan (ARPA) money without fiscal year limits, until the State Treasurer ends the ARPA period. When the Board asks in writing, the Office of Management and Enterprise Services must transfer funds within 7 calendar days and confirm it. The Board may contract with banks to hold and distribute grant funds under state and federal rules.
The Water Board must send quarterly reports to the Joint Committee chairs on budgeting and spending, with copies of MOUs and contracts. If asked, the Board must appear before the Committee within six months of the law’s start. The Board can sign MOUs with other agencies for auditing and oversight, but cannot give up budget or spending control. The Board can adopt or use rules and procedures to run the program, as long as they do not conflict with the law. These duties last while ARPA-related funds are being managed, ending when the State Treasurer sets that date.
