The law provides about $21.64 million, or as much as needed, for Oklahoma Department of Commerce infrastructure grants. It moves otherwise unappropriated money from the Statewide Recovery Fund to the Pandemic Relief Primary Source Revolving Fund. Grants support water, wastewater, sewer, and broadband improvements for industrial parks, airparks, ports, and qualifying surrounding communities. Projects must qualify under the American Rescue Plan Act of 2021. They must address needs identified by the Department before passage and discussed in the Transportation, Infrastructure, and Rural Development Working Group. Spending must follow Joint Committee on Pandemic Relief Funding recommendations adopted April 15, 2026. Commerce can arrange administrative help from other state agencies but must keep control over budgeting, spending, and distributing funds. It can adopt or use existing rules that do not conflict with or impede the law. Commerce must send quarterly financial and management reports, plus copies of agency agreements and third-party contracts, to committee chairs. If requested, Commerce must appear before the committee within six months of the law taking effect. Reporting continues while funds are budgeted, spent, or managed. The State Treasurer determines when that period ends and notifies the Governor and legislative leaders. The law takes effect upon passage and approval. Households receive no direct payments but may benefit from local infrastructure improvements.
