Bill Overview

Analyzed Economic Effects

2 provisions identified: 2 benefits, 0 costs, 0 mixed.

Emergency grants funded with 2% overhead cap

The law puts $10.6 million into the Emergency Relief and Impacts Revolving Fund. The money comes from the Statewide Recovery Fund to run the Emergency Relief and Impacts Grant Program. Spending must follow the Joint Committee’s recommendations adopted on April 15, 2026. The Department may keep no more than 2% for admin costs, and only costs allowed under the American Rescue Plan Act.

Stronger oversight of emergency grant spending

The Department of Emergency Management can sign agreements with other agencies to audit, track, and oversee these funds. These agreements cannot force the Department to give up control of budgeting or spending. The Department can make or use rules to run the program, as long as they do not conflict with this law. The Department must send quarterly reports to the Joint Committee on Pandemic Relief Funding that show budgeting, spending, and management, and include copies of MOUs and third‑party contracts. If asked, it must appear within six months after the law takes effect; reporting lasts while the money is in use, with the State Treasurer setting the end date and notifying leaders.
