Beginning November 1, 2026, the Oklahoma 2-1-1 Collaborative is the state lead for all 2-1-1 hotlines. It operates under the Department of Human Services. The Collaborative plans a unified statewide system, avoids overlap, and coordinates with partners. It checks that 2-1-1 centers meet national accreditation. It recommends how state and federal 2-1-1 funds should be shared. It leads during big emergencies. It sends an annual report by September 1 each year. The state may apply for federal 2-1-1 funding when offered.
Beginning November 1, 2026, the Collaborative has nine members. They include the heads of Human Services, Emergency Management, and Health (or designees) plus six private members. Each of the Governor, Senate leader, and House Speaker appoints one member from western and one from eastern service areas. Private members start with staggered 1-, 2-, and 3-year terms, then serve three-year terms and may be reappointed. Appointees may be removed for cause, and vacancies are filled for the rest of the term. The Collaborative meets at least twice a year and adopts bylaws. Members serve without pay; public officers may be reimbursed as allowed by law. The Collaborative has no power over statewide or competitively bid contracts.
