Stronger oversight of children's facilities

Beginning November 1, 2026, the Office of Juvenile System Oversight inspects state-run children's facilities one to two times a year without notice. It may also inspect private facilities that take state or federal funds. The Office can enter facilities, review and copy records and budgets, interview residents, issue subpoenas, and hold public hearings. It also investigates complaints about the children and youth service system. These powers aim to improve safety and accountability across programs that serve children.

Mediation and help for foster parents

Beginning November 1, 2026, foster parents can use a voluntary mediation program run by the oversight office. Mediation covers disputes with the Department of Human Services, the Department of Juvenile Justice, or child-placing agencies that affect a child’s safety or well-being. The Office must take retaliation complaints and send them to the Office of Client Advocacy for investigation under the grievance rules. This does not cover complaints about the outcome of criminal, civil, or administrative cases, or actions taken because of those results.

Privacy for people who file complaints

Beginning November 1, 2026, the oversight office cannot release your identity if you file a complaint. A court can order release for good cause. The Office can also share with law enforcement to prevent unlawful violence when there is a serious, communicated threat. In all other cases, your identity is released only by court order.
