Stronger elevator safety checks and complaints

Beginning November 1, 2026, the Department of Labor runs an elevator safety enforcement program. The program can spot covered buildings, send violation notices, make random on-site inspections, witness tests, and support public awareness. Anyone can request an investigation by sending a written, signed notice that explains the issue. When there are reasonable grounds, the Commissioner orders an investigation as soon as practicable. If there are no reasonable grounds, the Department tells the requester in writing. Owners and elevator firms may receive inspections and violation notices.

No retroactive elevator rules without proof

Beginning November 1, 2026, the Department cannot apply new elevator rules to existing buildings. The only exception is when it issues written findings, backed by documented evidence, that the building has obvious safety hazards. In that case, it may apply the new rules retroactively.
