Beginning November 1, 2025, Oklahoma requires certification before installation for people installing two or more covered sewage systems per calendar year. The old threshold was more than ten installations per year. Covered systems serve one home or duplex and are not available to the general public. Oklahoma Department of Environmental Quality staff can describe soil conditions for system design; other people doing this work must get certified. Each certification requires an annual fee, with the amount set by the Environmental Quality Board. The board must set minimum certification requirements, penalty rules, and procedures for suspending, revoking, or refusing to renew certifications. The Water Quality Management Advisory Council recommends proposed rules to the board. After notice and a hearing, the department can impose fines, suspend or revoke certifications, or deny renewal for violations.
