School grants require student phone bans

The law sets aside $500,000 from the Office of Educational Quality and Accountability’s House Bill 2766 funding. It funds first-come, first-served grants for Oklahoma public school districts. To qualify, district boards must ban student use of cellphones and personal electronic devices on campus, from bell to bell. This policy must last three school years, starting in 2025-2026. Districts must spend grants during 2025-2026 on equipment for students to store these devices and report spending electronically to the office. The office can arrange state-rate vendor pricing with the Office of Management and Enterprise Services; districts need not use that vendor. The Commission for Educational Quality and Accountability can issue rules to carry out the program. The law lists July 1, 2025, as its effective date, but also includes an emergency clause stating effectiveness upon passage and approval.
