Beginning July 1, 2025, the law directs $18.5 million toward the range of care services for children in crisis. The money comes from House Bill 2766 funds appropriated to Oklahoma’s Department of Mental Health and Substance Abuse Services. The allocation does not set individual payments or eligibility rules.
The law directs Oklahoma’s mental health department to use $10.812408 million for program growth and replacing lost federal matching funds. It also directs $9.480421 million toward duties under a court-approved agreement in Northern Oklahoma federal court, case 23-cv-81-GKF-JFJ. Both amounts come from funds already appropriated through House Bill 2766. These allocations do not set individual payments or eligibility rules. The law lists July 1, 2025, as its effective date, but also includes an emergency clause stating immediate effect upon passage and approval.
Beginning July 1, 2025, the law directs $1.3 million to maintain services for veterans and their families. The money comes from House Bill 2766 funds appropriated to Oklahoma’s Department of Mental Health and Substance Abuse Services. The allocation does not create individual payments or new eligibility rules.
Beginning July 1, 2025, Oklahoma’s mental health commissioner can request early transfers of state tax collections. Requests must go through the Director of the Office of Management and Enterprise Services to the Oklahoma Tax Commission. The transfers go to the General Revenue Fund so money can reach the department’s payment funds earlier. This authority is for easing the department’s cash-flow problems. The law sets no transfer amount and creates no household payment or duty.
