The Oklahoma Water Resources Board runs a new Water and Wastewater Infrastructure Investment Program. It offers competitive loans to eligible entities for water and sewer projects, and for planning tied to workforce housing and business site readiness. The law creates a revolving fund to finance these loans. Loan repayments and interest stay in the fund to support future projects. The Board sets the loan rules and can use fund dollars for planning help, risk checks, and program reserves.
All program loans include a clawback. If a recipient fails to meet the loan contract, they must repay all or part of the loan. This rule applies starting July 1, 2026.
