Beginning July 1, 2026, DHS must give a duffel bag to any child in foster care who has no suitcase or other good bag. DHS can give the bag directly or through a child-placing agency. If money is available, DHS may add hygiene items or other personal supplies. DHS sets rules to run this program.
The act is in force upon passage and approval under the emergency clause. The duffel-bag requirement itself starts July 1, 2026.
