Broader felony rules for online gambling operators

Beginning November 1, 2026, Oklahoma’s Class C2 felony gambling offense expressly covers online casino games. These include games accessed through the Internet or electronic devices that risk something of value and simulate gambling, including slots, lotteries, or bingo. The offense covers opening or running covered games, whether paid or unpaid, for money, checks, credits, or other value. It also covers owners, employees, geolocation providers, gaming suppliers, platform providers, promoters, and media affiliates that deal or support covered games. Currency in a two-currency payment system counts as value when exchangeable for cash, a prize, or a chance to win a prize. Conviction carries a $500–$2,000 fine and imprisonment under Oklahoma’s Class C2 sentencing rules. Exceptions remain for games authorized under the Oklahoma Charity Games Act or on Indian lands in compliance with federal Indian gaming law.
