Counties can fund more support services

Oklahoma’s County Community Safety Investment Fund now covers more evidence-based services, including community mental health, substance use, and other health care. Jail intake screenings and reentry services also qualify; pretrial diversion, employment, education, and housing programs remain eligible. Each county or multi-county partnership receiving an award must get at least 0.5% of the money appropriated for that cycle. Awards depend on available funds; the law does not state a total funding amount. The Department of Mental Health and Substance Abuse Services can seek applications each year. Counties must submit required documents describing services, people served, and ties to local Department-contracted or certified providers. The Department chooses award numbers and amounts based on available money, county population, and application criteria, subject to the minimum share. It must report awards and services annually to state legislative leaders, and its Board must set rules, including program qualifications. The act lists July 1, 2025, as its effective date and also includes an emergency clause taking effect upon passage and approval.
